Public buyers name a closing time and keep to it. When the clock hits zero, an almost-finished bid counts for nothing. For that reason, the opening moves matter more than polish in the closing hours.

Hour one: read for the gate

Skim the pack for must-have requirements: insurance levels, accreditations, financial thresholds and any form needing a signature. If one is beyond you, you have learned it early, and tight timing need not cost you a week finding out.

Check every date

There are usually several dates, not one. Look for the final day to put questions to the buyer, which tends to fall well before closing, and for any portal registration you must complete. Some portals take a day to approve a new account, so register at once.

Gather what you already own

You probably hold more than you think. Insurance certificates, policies, accreditations, staff qualifications and finished contracts and their sizes are the raw material for every answer. Pulling them into a single folder now saves hours later.

Decide honestly

Not every tender deserves a bid, and spotting that early is a skill in itself. Ask whether you meet the requirements, whether the contract suits your capacity, and if the days remaining allow decent answers. Declining a poor fit is a perfectly good result, and the hours saved can go to a better opportunity.

Keep a safety margin

Upload day should never be closing day. Portals slow down when many firms upload near the close. Submit early; a technical hiccup in the final minutes is no excuse the buyer will accept.
